Express regret ≠ Apologize

From Merriam-Webster Dictionary, Apologize: an admission of error or discourtesy accompanied by an expression of regret In an apology the speaker admits to doing something wrong, and says that he/she feels bad about this. Express regret means one is sorry about what happened but can maintain that what one did was not wrong. For example: "The bombers expressed regret for the civilian casualties." (not admitting a fault, so not apologizing) Well...better than nothing i guess. Actually, to think of it, Singapore should really thank her. Without her insensitive nut comment, the NKF saga probably won't receive as much attention as it did. Hopefully, charities from now on will be more responsible and transparent so that this lesson is not wasted.
